Harmonized Tariff Schedule code

Definition

An HTS code is a 10-digit number that identifies a product for US import duty purposes. The first 6 digits are the international Harmonized System code (HS), shared with every WTO member. The last 4 digits are US-specific tariff and statistical breakouts maintained by the USITC. The HTS code is what CBP uses to determine the duty rate on every entry. Misclassification is the single most common source of importer penalties: using the wrong code triggers back-duties, interest, and Section 1592 negligence penalties up to 4× the duty owed. The full Harmonized Tariff Schedule is published by the US International Trade Commission at hts.usitc.gov and is updated several times a year.
