AD/CVD
Definition
AD/CVD is shorthand for the combined antidumping (AD) and countervailing duty (CVD) regime administered by the Commerce Department and the US International Trade Commission. When a foreign producer is found to be both dumping a product and benefiting from subsidies, the resulting order applies both duty layers — an AD rate and a CVD rate, which stack additively. AD/CVD orders are codified in the Federal Register, communicated operationally via CBP CSMS messages, and reviewed annually. As of 2026 there are roughly 700 active AD/CVD orders covering everything from steel and aluminum to chemicals, agriculture, solar panels, and consumer goods. The cash-deposit rates change frequently as administrative reviews complete.
