USTR

Definition

USTR is the executive-branch agency responsible for developing and recommending US trade policy and conducting trade negotiations. In tariff administration, USTR is the principal authority for Section 301 investigations and the resulting tariff actions on Chinese imports. USTR publishes Section 301 notices in the Federal Register, maintains the lists of products subject to Section 301 duties (Lists 1, 2, 3, 4A, and the May 2024 four-year-review modifications), and administers the Section 301 exclusion process. USTR's website at ustr.gov is the authoritative source for current Section 301 scope, exclusion lists, and four-year-review documentation.
